Induction of Honorary Canons and Order of Garrett

    The Right Reverend Dr. George R. Sumner 7th Bishop of the Diocese of Dallas invites you to the induction of Honorary Canons and the Order of Garrett scheduled for 4 p.m., January 15, at The Cathedral Church of St. Matthew, 5100 Ross Avenue in Dallas.

    Honorary Canons: 

    The Rev. Annette Brownlee is Chaplain, and Professor of Pastoral Theology and Director of Field Education at Wycliffe College. She is the author of several articles and the forthcoming book from Baker Academic, Preaching Jesus Christ Today; Six Questions for the Theological Practice of Proclamation.

    Brownlee has a BA in journalism from the University of Iowa, an MS in Library Science from the University of Illinois, an MA in Expository Writing from the University of Iowa and a DMin. from Wycliffe College.

    Brownlee has served churches in inner-city Cleveland, Stamford, Connecticut, in Pueblo, Colorado and in Haiti. She is married to the Rev. Dr. Ephraim Radner.

    The Rev. Dr. Jerry Hill is Assisting Priest at St. Paul in Waxahachie. He is most known for his pastoral care of those living in the margins including co-founding the Stewpot, Austin Street Shelter and Genesis Women’s Shelter to name a few. 

    He has a B.S. from Southern Arkansas University, an MDiv from Seabury-Western Theological Seminary and a DMin. from McCormick Theological Seminary. His professional research paper titled The Pastoral-Care of the Skid-Row Person…The Cathedral-Holy Cross Program Project studied the spiritual and psychological dynamics of the skid-row person.

    Hill’s numerous accomplishments include serving on the Texas Education Agency, Texas Commission on Alcohol and Drug Abuse and the National Commission on Philanthropy and Civic Renewal. He was also a guest speaker at the 1996 National Republican Presidential Convention. He is married to Gloria Hill.

    The Rev. Diana Luck is a graduate of the Anglican School of Theology. She is deacon for Outreach Ministries at St. Matthew’s Cathedral in Dallas, where she has served since her ordination in 1996.

    Luck has served on the diocesan staff as Missioner of Urban Ministries, and as Archdeacon. She has also served on the Commission for People with Disabilities, and the Peace and Justice Commission. She has also taught the Diaconal courses at The Anglican School of Theology/Stanton Center for Ministry since 1999.

    Currently she serves on the Commission on Ministry and the Commission on Disaster Planning and Preparedness. She is married to the Rev. George Luck.  

    The Rev. Dr. Ephraim Radner is a Professor of Historical Theology at Wycliffe College, and the prolific author of numerous books including the more recent A Time to Keep: Theology, Mortality and the Shape of a Human Life.

    Radner has a BA from Dartmouth College, an MDiv from Yale Divinity School and a PhD in Theology from Yale University. His areas of expertise include ecclesiology, scriptural hermeneutics, the character of early modern Christian self-identity, pneumatology, and contemporary Christian social experience.

    Additionally, Radner taught in a Bible college in East Africa, worked in a large parish in New York, and led a Haitian congregation in Connecticut and a city parish in Colorado. He is married to the Rev. Annette Brownlee.

    Order of Garrett

    Mr. Anthony (Tony) N. Briggle attends Saint Michael and All Angels in Dallas, where he has served as Master of Acolytes for 42 years. He has served on numerous committees at the church including stewardship, Capital Campaign, worship and liturgy, serving as Verger and as Junior Warden on the vestry.

    He has served on many diocesan committees such as the Consecration Committee for the Right Reverend Paul Lambert, Chairman of the Bishop’s Transition and Consecration Committee for the Right Reverend George Sumner, and as Chairman of the Diocesan Annual Convention for the last seven years. He has also served as the Chairman of the Anglican Centre Rome Symposium on Slave Trafficking in Dallas, and attended Cursillo 15.

    Briggle is a member of the EDOD Verger Guild, the National Verger Guild, Society of Saint John the Evangelist, Confrere of the Most Venerable Order of the Hospital of Saint John of Jerusalem and Virginia Theological Seminary Round Table. During General Convention 2012 and 2015 he hosted the Presiding Bishop’s guests including primates from the Anglican Communion, and is vice chairman of the American Friends Anglican Centre Rome.

    Mr. William Plack Carr Jr. attends Saint Michael and All Angels in Dallas. He is an experienced fundraiser having raised money for the Old Red Museum, Scottish Rite Hospital, UT Southwestern Medical Foundation, Saint Michael and All Angels and Children’s Medical Center among others. 

    He has served as chairman on numerous boards including the YMCA of Dallas Capital Campaign, Gaston Episcopal Hospital, Episcopal Foundation of Dallas, Children’s Medical Center, Hockaday School, and the Episcopal School of Dallas. He also served as UT Southwestern Medical Foundation President and CEO.

    Carr has won numerous awards for his service including Outstanding fundraiser for the National Society of Fundraisers, YMCA Beasley Award for Leadership, University Medical Center Outstanding Volunteer.

    Mrs. Dabney Dwyer attends Church of the Ascension in Dallas. Dwyer has more than 30 years of experience in strategic and business planning, operations, management and consultative services in the health care industry and nonprofit sector.

    Dwyer received a B.A. in Sociology from Randolph-Macon Women’s College, an M.A. in Urban Studies from Virginia Polytechnic Institute and State University, a certificate in Gerontology/ Geriatrics from UT Southwestern Medical Center. She received a Certificate in Mediation in 2002 from El Centro College in Dallas and has received formal facilitation training (Results Based Conversation) by the Wildworks Group in 2009 and again in 2011.

    Dwyer has served the diocese as Missioner for Outreach where she visited more than 50 parishes, facilitated numerous outwardly focused ministry workshops and initiated the One Church One School program resulting in more than 30 partnerships between diocesan churches and schools. 

    Mr. Timothy Mack attends St. Matthew’s Cathedral in Dallas. A licensed Texas attorney since 1980 and practices law with Mack, Matheson & Marchesoni. Mack has also served as a member of the board of directors for Oncor Electric Delivery Company since 2014.

    Mack has been part of the diocesan fabric for many years including as Assistant Chancellor and as Chancellor. He has also served as a trustee of the Corporation of the Episcopal Diocese of Dallas, as a member of the board of directors of the Episcopal Foundation of Dallas, on the Real Estate Advisory Committee and as chairman of the Constitutions and Canons Committee. Mack also served as chairman or as a member on the Elections Committee for Diocesan Conventions and on the Search Committees for the selection of a Bishop Suffragan and for the selection of the VII Diocesan Bishop.

    Mack has been an active member of the Episcopal Chancellor’s Network since 2005, served as the diocesan Deputy to the General Convention in 2006, 2009 and 2012. At General Convention, he was privileged to serve as a member of the Special Legislative Committee on Inter-Anglican Affairs, the Constitution Committee and the Canons Committee. 

    Mrs. Rebecca Wellborn attends St. Paul in Waxahachie. Wellborn has a B.A. in Finance and a BFA in Graphic Communications/Fine Art Design and has been able to use both of her degrees in her professional career. She has been Comptroller for a law firm, Project Administrator and corporate treasurer for an electronics distribution corporation, and Finance Director and Production Manger of a commercial printing firm, all in Los Angeles. Since returning to Dallas she has been a business consultant and the co-owner and business manager of Studio Textile Resources, producing custom textiles for corporate aviation. She now serves as the business manager of St. Paul Church and continues to consult with small businesses and churches.

    She has served at St. Paul in numerous capacities including as Senior Warden of the vestry, Chairperson of the Construction Committee for the new church, Treasurer and Chapter President of Daughters of the King. She has also been active in organizing women's retreats for both St. Paul Church and the Diocese.

    Wellborn has served on many diocesan commissions including Executive Council, Finance Committee, Commission on Ministry, Evangelism Committee, Secretariat for DFW Cursillo and several times as chair or as a member on the Elections Committee for Diocesan Conventions and on the Search Committee for the selection of a Bishop Suffragan. Since 2006 she has served as founding member and chairperson of the Rural Church Ministry Commission, programming and organizing the Annual Rural Church Gatherings and consulting with individual rural churches as needed. She is also the co-author of the Titus Project for late vocation ordination to the rural churches.
